Surrey County Council is seeking an experienced Head of Commissioning - Adult Social Care to lead a critical transformation programme in preparation for Local Government Reorganisation (LGR). This is a senior interim opportunity to shape commissioning strategy, ensure continuity of services, and support the transition into two new unitary councils.

Reporting directly to the Executive Director of Adults, Wellbeing & Health Partnerships, you will provide strategic leadership, stability, and assurance across commissioning, provider engagement, and system transformation during a period of significant change.

Key Responsibilities

• Lead the Adult Social Care commissioning transformation programme across Surrey
• Ensure a smooth and effective transition into two new unitary councils under LGR
• Implement and oversee the Dynamic Purchasing System (DPS) for providers supporting individuals with:
  • Learning Disabilities
  • Autism
  • Mental Health needs
• Act as the single point of contact for commissioning-related transformation work
• Build trust and confidence with providers, elected members, and senior stakeholders
• Ensure providers are fully engaged and aligned with the LGR transition process
• Support the completion and implementation of a new community support tender exercise
• Embed a care technology strategy across Adult Social Care for the two new organisations
• Adapt to a changing policy and operational landscape, responding to emerging priorities

Skills & Experience Required

• Significant experience in Adult Social Care commissioning
• Strong programme and transformation management expertise within local government or similar complex systems
• Proven ability to lead large-scale organisational change and transition programmes
• In-depth knowledge of Dynamic Purchasing Systems, procurement, and tendering processes
• Experience embedding care technology and digital transformation across ASC
• Excellent stakeholder management skills, including working with elected members and providers
• Strong strategic thinking, communication, and adaptability

Driving licence not required.
