An exciting opportunity has arisen within our Corporate Services Directorate for a Lead Development Manager.

The Lead Development Manager will provide strategic leadership and direction for the development function, ensuring alignment with Poplar HARCA's digital transformation goals. The post-holder will drive innovation, cross-organisational collaboration, and enterprise-level technology solutions that deliver measurable impact.

The postholder's responsibilities:

  • Lead the development and monitoring of budgets for development initiatives. Establish and maintain risk management frameworks to identify, assess, and mitigate operational and strategic risks.
  • Set and monitor individual and team performance targets aligned with business plans.
  • Ensure robust delivery of digital services through effective sprint planning, backlog management, and quality assurance.
  • Establish and maintain enterprise-wide technical standards, architecture frameworks, and governance models.
  • Champion the adoption of emerging technologies and lead the design of innovative service models.
  • Build strategic partnerships with external stakeholders including government bodies, vendors, and academic institutions. Represent the organisation at executive boards and sector-wide digital forums.
